欠发达地区新农合制度可持续发展的对策——基于河北张家口市的调查

Sustainable Development Countermeasures of New Rural Cooperative Medical System in the Underdeveloped Areas of Hebei Province

以河北省经济欠发达地区张家口市为例,对新农合制度运行中存在的问题进行了分析,研究了制约新农合可持续发展的障碍因素,在此基础上提出应采取加大宣传、完善补偿机制、提高经办机构管理效率、加强基层医疗卫生机构建设、规范定点医疗机构医疗行为等对策,以确保新农合制度的健康持续发展。

A case study was conducted in the underdeveloped areas of Zhangjiakou City in Hebei Province,the problems in the operation of new rural cooperative medical system were analyzed,and the constraints to the sustainable development of the system were studied,based on which some countermeasures were proposed,including enhancing propagation,perfecting the compensation mechanism,improving them management efficiency of the institutions,strengthening the construction of grass-root medical and health institutes,regulating the medical behaviors of designated medical institutes,so as to ensure the healthy and sustainable development of the new rural cooperative medical system.
