在社会主义新农村建设背景下,论述了加强农村基础设施建设的必要性:搞好农村基础设施建设,有利于巩固农业的基础地位;有利于拓展农村就业门路,增加农民收入;有利于农村经济和整个国民经济的发展。列示了农村基础设施建设的主要内容,包括农业基本生产条件建设、农村生态环境建设、农业服务体系建设、农村生活设施建设。提出了加强农村基础设施建设的途径与方法,一要加大资金投入,为农村基础设施建设提供资金支持;二要制定科学的村庄规划,保障农村基础设施建设的可持续性;三要调动农民建设的积极性、主动性,推动农村基础设施建设稳步发展。

The necessity of rural infrastructure construction is elaborated in the context of new socialist countryside construction.The construction of rural infrastructure is beneficial to consolidating the fundamental position of agriculture,broadening rural employment channels,increasing the farmers＇ incomes and developing rural economy and even the whole national economy.The main contents of rural infrastructure construction are presented,involving the construction of rural production conditions,the construction of rural eco-environment,the construction of rural services system and the construction of rural living facilities.Finally the solutions and methods to enhance rural infrastructure construction are proposed,the first is to increase capital investment so as to provide financial support for rural infrastructure construction;the second is to formulate scientific village planning so as to guarantee the sustainability of rural infrastructure construction;the third is to stimulate the farmers＇ initiatives so as to promote the steady development of rural infrastructure construction.
