“数字广东”发展战略探讨

A DISCUSSION OF DEVELOPMENT STRATEGY FOR “DIGITAL GUANGDONG”

论述了实施“数字广东”发展战略所面临的挑战和机遇 ;广东省发展信息产业的优势与不足。提出了“数字广东”发展战略的基本目标、发展模式和突破口 ,建议政府部门统筹规划、分阶段实施 ,并概述了各阶段的实施要点。

The background to the raising of “Digital Earth”, “Digital China”, “Digital Guangdong” and the necessity for making a development strategy of “Digital Guangdong” as soon as possible are discussed. The superiority of Guangdong in constructing spatial data infrastructure, GIS software industry, and IT researching team is expounded. The basic goal, the developing patterns and the break through points for Digital Guangdong are presented. It is suggested that a “leap over” developing pattern with hi-tech at high starting point should be implemented under the overall plan from the government, by taking geo-information as a gap, a new generation of information technology should be developed, the innovation and fluidety of knowledge be initiated and promoted, the IT market be nurtured, and the percentage of the output value of information industry in GDP be increased.
