政府购买农村基本公共卫生服务面临的问题与挑战——以黑龙江省为例

Discussing the problems and challenges of the governmental purchasing rural public health services sampled with Heilongjiang Province

促进基本公共卫生服务均等化是新医改的五项重点工作之一。文章通过问卷调查与知情人深入访谈,收集了黑龙江省四个县基本公共卫生服务项目开展的相关资料,分析了黑龙江省四个县开展基本公共卫生服务的现状及存在的问题。政府购买基本公共卫生服务是对逐步实现公共服务均等化的有益探索,同时对地方政府如何提高服务购买和有效监管提出了新的挑战。

It is one of the key points of the new medical reform to promote the equalization of public health services.Data of basic public health services in four pilot counties of Heilongjiang Province was collected with questionnaire and in-depth interview.The status and problems of basic public health services in these four pilot counties were analyzed.It is useful practice to achieve the equalization of public health services by the governmental purchasing public health services,but it also put forward new challenges on the governmental services and supervision.
