摘要
新型农村合作医疗制度构建的目标是解决长期困扰农民看病难和看病贵,也是避免一部分人因病致贫和因病返贫的有效选择,如何使用和配置资金是能否达到新型农村合作医疗制度目标的关键。本文以安徽新型农村合作医疗为例,通过大病补偿资金使用和农民家庭实际收支状况相结合的研究,指出在资金补偿效果方面仍然有待于科学合理的发展规划。
The goal of the New Rural Cooperative Medical Care System（NCMS） is to resolve the issues that people who live in rural areas are difficult to get medical services and medical services are expensive.In addition,it can also avoid some people back into poverty due to illness.How to use and allocate the funds is the key for the NCMS to achieve its goal.Using the NCMS of Anhui province as an example,this paper compared the utilization of serious illness compensation and actual income of rural families,pointed out that it is necessary to develop a rational development plan to improve the compensation effect.
