On Government Responsibility of Promoting Low-carbon Economy

"低碳经济"这个概念自2003年在英国能源白皮书中被首次提出以来得到了全球越来越多国家和地区的认同,发展低碳经济既是气候变化背景下实现全球气候安全的必然选择,也是中国转变经济增长方式、建立资源节约型社会和环境友好型社会的大势所趋。应通过构建国家战略框架、完善法律体系、落实相应政策、加强宏观管理、建立长效机制、建设相应服务平台和维持良好舆论氛围等方式确保低碳战略的实施。

The concept of ＂low carbon economy＂ was first put forward in the official document of UK 2003 Energy White Paper： Our Energy Future-Creating a Low Carbon Economy.The development of low carbon economy is not only an inevitable choice to realize global climate security under the background of climate change,but also a general trend for China to change the patterns of economic growth and establish a resource-saving and environment—friendly society.Currently,specific low carbon policies are not included in the Chinese policy system.The relative policies are mainly associated with some administrative measures,such as ＂command-control＂ which hinders the development of low carbon economy.Hence,low carbon economy policy in China should follow the market-oriented reform process and the policy design should be changed from relying on administrative means to relying on market mechanisms.
