摘要
2011年国务院批复《全国重要江河湖泊水功能区划(2011—2030年)》是国家落实最严格水资源管理制度的重要举措,是水资源保护管理中里程碑式的大事,标志着水功能区管理跃进到一个新的高度,开启了水功能区划及其管理工作新阶段的序幕。在简要介绍区划体系特点与区划成果基础上,从《区划》对经济社会发展、水资源保护与水污染防治管理、水功能区限制纳污红线实施、公众参与水资源保护监督等4个方面分析了《区划》的重大意义。
Being a key measure for the implementation of stringent water resources management system and a milestone event in water resource protection and management, 2011-2030 Water Function Zoning of National Key Rivers and Lakes issued by the State Council In 2011 opens a new chapter for water function zoning and management. An introduction is made to the significance of this regulation from four aspects of economic and social development, water resources protection and water pollution control management, red line for pollutant carrying capacity of water function zone, and public participation in water resources protection, on the basis of briefing on features of zoning system and result evaluation.
