摘要
水功能区划是水资源管理和保护的重要基础,国务院批复《全国重要江河湖泊水功能区划(2011—2030年)》为强化水功能区管理提供了重要契机。从管理理念转变、政策立法、技术体系完善、基础能力保障等方面,提出了进一步推进水功能区管理工作的意见和建议。
Water function zoning is fundamental for water resources management and protection. The issue of 2011- 2030 Water Function Zoning of National Key Rivers and Lakes by the State Council provides a favorable opportunity for strengthening water function zone management. Comments and suggestions are made to further improvement of water function zone management from the viewpoints of transformation of management concept, policy and legislation, technical support and capacity building.
