摘要
在构建食品安全政策调控理论框架的基础上,运用政策演进回溯的研究方法,回顾1978~2011年我国食品安全规制的政策调控历程发现,我国的食品安全规制的内生性调控政策在行政性规制政策、经济性规制政策和社会性规制政策方面均存在一定的不足之处;外生性调控政策中也存在多元主体共同治理框架缺失等问题。必须通过促进行政规制的系统化、加强经济性规制的激励功能、推进多元主体共同治理机制的建设等措施来完善食品安全规制,从而保障食品安全。
Based on building a theoretical framework of government regulation in China's food safety, the paper using research methods of policy evolution back, reviews the course about policy control of the regulation of food safety during 1978-2011 years. We find that the endogenous control poliey of food safety regulation has some deficiency in government regulation, economic regulation and social regulation. Exogenous control policy also has some problem in the deficiency of public governance framework. We have to promote the systematism of government regulation, strengthen the stimulating function of economic regulation, and put forward public governance mechanism to perfect food safety regulation, and ensure food safety.
