Study of distribution rules of social wealth,and then category of Abstract power is generalized which can governance all kinds of distribution rules,therefore it can be contributed to increase theoretical study depth concerning legal issues of optimizing income distribution structure and promoting fair income distribution.A series of powers such as coinage issuing power,earning power of public investment,decision power of government purchase and pricing power of labor force,taxing power,financial subsidy power,expenditure power of social security,tax expenditure power and so on that can be found in the three distribution of social wealth dispersedly,which can be generalized as power of promoting fair distribution including double power and function structure of fundamental power and control power,coordinated operation of those powers can be in favor of promoting fair distribution of social wealth.
