介绍了战略环境评价系统组成的五个要素 ,即评价者、评价对象、评价目的、评价标准和评价方法 ,分析了其相互关系及各要素与战略环境评价系统的关系 ,并提出了战略环境评价工作程序。

There were five elements in the system of strategic environmental assessment (SEA), i.e. assessors, the objects, the purpose , the standards and the methods of SEA. The interrelations among those elements were analyzed, so did the relations between each element and the system of SEA. The working procedure of SEA was also introduced.
