An Exploration into the Necessity of Establishing Energy Management System and Its Functions

本文从不可再生资源耗尽速度、能源输送的自然垄断及能源安全等六个方面讨论了市场的缺陷,从矫正及提高市场效率和维护社会公平两方面为政府建立合适的能源管理体制提供了充足理由。以此为基础,本文还简要总结了政府能源管理职能的三个重要方面以及达成职能目标的宏微观职能手段。

This paper discusses the shortcomings of the market from six aspects such as exhausting of nonrenewable resources, natural monopoly of some delivery links and energy security, and it offers sufficient reasons for government intervention in energy markets by correcting, enhancing market efficiency and maintaining social equity. Finally, the paper sums up three functions of energy management system and proposes macro and micro means aiming at fulfilling objectives of energy management system.
