福利依赖问题浅析:发展型社会政策视角

A Brief Analysis of Welfare Dependency from the Perspective of Development-oriented Social Policy

福利依赖现象的出现给社会和个人都带来了明显的负面效应。面对越来越多的福利依赖者和越来越严重的福利依赖现象,政府和各界人士都给予了高度的关注。在西方福利国家面临巨大挑战背景下产生的发展型社会政策就给我国防范和治理福利依赖问题提供了一些思路。在充分发挥政府在福利提供方面的作用的同时,还应注重个人和企业作用的发挥,使其担负起各自的社会责任。此外,加强对社会人力资本的投入,建立社会投资国家,加快公民社会的复兴和现代社区的建构,重构福利依赖者的社会支持网络,重塑他们对生活的信心,这在一定程度上也能成为解决福利依赖问题的措施。

The emergence of welfare dependency has produced obvious negative impacts on both society and individuals. Faced by the increasing number of welfare dependents and more serious welfare dependency, the government and people from all walks of life express their serious concerns. The development-oriented social policy, generated when western countries were facing great challenges, gives us some thoughts about the prevention and treatment of welfare dependency. The government＇ s major role in welfare provision should be fully used. On the other hand, individuals and enterprises should also bring themselves into full play by shouldering their own responsibilities. Moreover, social investment in human capital should be increased, a socially invested country developed, and the revival of civil society and the construction of modern community accelerated. Besides, social support-network of welfare dependency should be reconstructed and their confidence in life rebuilt, which can also be methods to solve the problem of welfare dependency.
