政府向社会组织购买服务相关问题研究——基于组织功能比较优势的视角·以上海市为例

The Analyses on Related Questions of Government Purchasing Services from Social Organization——Based on the Comparative Advantage of Organizational Funciton·Taking Shanghai as an Example

政府、企业与社会组织在公共服务的生产方面形成不同的组织优势。社会组织既具有政府组织服务于公益的宗旨,又具有企业组织以最小成本取得最大效益的观念,还具有两者皆不具有的志愿精神。这就使得社会组织在上述三者的结合领域具有优势。近年来,政府向社会组织购买服务在中国尤其是在经济发达地区的大中型城市已经取得了较大的成绩,积累了较为丰富的经验。然而,当前社会组织参与公共服务生产还存在着不少问题,解决上述问题需要政府与社会组织的共同努力。

Government, enterprise and social organization have their respective advantages in the production of public services. Social organization not only has the similar purpose of serving the public interest as govern- ment, but also has the similar concept to achieve maximum benefits with minimum cost as enterprise. Besides, it has the spirit of volunteerism that neither government nor enterprise has. Thus social organization has the com- bined advantage of above three areas. In recent years, the effort of government purchasing services from social organization has made great achievements in China, especially in those large and medium cities located in economically developed regions and has accumulated abundant experience. However, there still exist not a few problems in social organizations＇ production of public services. In order to solve these problems, the government and social organization has to make joint efforts.
