Design Principles and Suggestion of Energy-saving Policy in Public Buildings

基于当前的公共建筑节能工作情况,分析实施中存在的问题,指出公共建筑政策设计应坚持强制性节能与经济激励节能相结合、能耗总量控制与分项细化控制相结合、技术节能与行为节能相结合、政府引导与市场运作相结合的原则。在此基础上,提出进一步完善公共建筑节能政策的建议。

Based on the situation of energy-saving work,analyzes the problem in the implementation process,points out the principle of public buildings policy design that should insist on the combination of mandatory energy-saving and economic incentive energy-saving,the combination of total energy consumption control and sub-refined control,the combination of energy-saving and behavior of energy-saving,the combination of government guidance and market operation.At last,put forward the suggestion to further improve the energy-saving policies of public building.
