This paper analyzes the fundamental character of earlier-stage application and approval,the effect of earlier-stage application and approval on construction and project cost control.Combined with practical work,proposes the experiences and suggestions for the industry＇s reference from such some aspects as unit leadership＇s attention,enhancing information track,strive for parallel application,communication with agency unit,doing well business training.
