摘要 公立医院绩效考核是改善和加强政府对公立医院治理的重大举措和手段,也是引导公立医院树立正确发展观的导航仪。在新医改方案实施中,各地积极开展绩效考核工作,因地制宜探索不同的考核形式。通过回顾北京、天津、上海、无锡、深圳等地的具体实践情况,总结出了我国公立医院绩效考核工作的五个关键重点和难点问题,即绩效考核的多元化目标问题、考核的模式和思路设计、考核主体、考核方法以及考核结果应用问题,并针对以上问题,提出了解决问题的要点和政策建议。 Public hospitals' performance assessment is an important measure to strengthen and promote public hospital governance and to guide correct development of public hospitals.During the implementation of the health system reform policy,different assessment modes have been shaped in different regions.Based on the practice of performance assessment in Beijing,Tianjin,Shanghai,Wuxi and Shenzhen,five important and difficult problems about performance assessment in public hospital such as multi-goals,the design of performance mode and conception framework,assessment subject,methods and the application of assessment results have been summarized.Key points and recommendations also have been presented.
