论卫生保健的社会公平性

随着社会经济的发展和利益格局的变化，以及医疗保障制度的全面改革，卫生保健的公平性日益受到人们的关注。卫生保健的公平性，实际上就是指社会成员获得卫生保健机会的均等性，主要通过卫生保健服务的筹资与提供两方面体现的。卫生筹资的公平性应遵循支付能力原则，而卫生服务提供的公平性则应遵循可及性原则、需要原则和健康原则。近几十年来，我国在卫生保健的公平性方面做了大量工作，取得了一定的成就，但也还存在着卫生保健覆盖面小，资源配置不合理，过度消费和消费不足并存，费用分担不合理等问题。要改变这一状况，就应当建立正确的公平理念，妥善处理公平与效率的关系；优化资源配置，加强广大农村的卫生事业投入；以提高人民健康水平为中心，把卫生保健的公平性放在首位等。解决好这些问题对于促进我国卫生事业的发展，实现人人享有保健的宏伟目标具有重要意义。

With the development of social economy,change of interest group and reform of medical insurance system,the cquity in health careis much more concerned.The equity of health care is that each member of society is available for hcalth care at equal chance,mainly through financing and supply of health care.The equity of Health financing is according to payable ability,while the equity of health supply is for access,need and health.The problems of small recoverrate in health care,irrational resource allocation,over expenditure and insufficient consuming,unreasonable expenditure sharing still existing in health service system.To improve this situation,we should establishing right concept of equity,dealing with equity and efficiency,allocating resource properly,strengthening input to rural area,so that may promote health undertaking and enjoy health for all.
