在建设技术创新体系的过程中,利用信息技术加强管理手段、提升管理水平,是技术创新体系建设发展的必然要求。为了建立与技术创新相适应的管理系统,文中总结了技术创新管理的内涵,提出了创新能力评价模型和基于查询相关度的检索模型,给出了建立技术创新管理信息系统的体系结构和信息流程,并以中国印钞造币总公司技术创新管理项目为例,验证了文中方法模型和系统架构的有效性。

In the process of building a technology innovation system, the use of information technology management tools and improving the management level is the inevitable requirement of the technological innovation system. To establish the management system compatible with technical innovation, this paper summarizes the meaning of technological innovation management, proposes innovation ability evaluation model and query relevance-based retrieval model, and gives the architecture of the technology innovation management information systems and information flow. As a example of the management projects of technological innovation in the China Banknote Printing and Minting Corporation, the validity of the model and system architecture of the proposed method is verified.
