摘要 试从费用结构的变化分析了病人来源自主选择而形成的对医院的生存危机,从病人的取向举例分析了病人满意和不满意的原因。从而得到启示,认为医院要以医疗市场为导向,做好二个方面的工作。一是提高认识,更新观念。即要更新质量的观念、服务的观念、效益的观念和主动的观念。二是深化医院内部改革,采取有力措施。首先是转换医院运行机制,包括管理机制、用人机制、分配机制、激励机制,都要以市场为导向进行改革,使之成为风险共担、利益共享,富有生机与活力的运行机制。第二是调整内部机构,提出了重视医疗科技市场情报分析和应用的观点,以此来为医院定好位,确定规模,调整科室设置和人员编制。第三是深入开展文明行业建设,规范医疗行为。第四是提高医院效益。 For adaption to medical insurance reforms and to a changing environment of more and more market - orienting economy, hospitals need to take activities, which are far reaching in their range and complexity and to he identified as reform process continues, i. e., hospitals need to strive to: advance in a direction that is consistent with the spirit of today' s medical Sci -Tech that higher quality leads to lower costs; provide access to special services and technologies, which are in rising demand and may he not availahle as yet at other hospitals; participate to the extent possible in testing and evaluating progresses in emdical practice, technology, management; continue efforts to optimize efficient human resources utilization, develop ways to attract and retain excellent personnel from a broad organizational perspective; increase progressively the value, benefits, contributions of health services in development of intellectual e-conomy.
