论我国服务型政府建设的理念体系

On the Conception System of China's Service-oriented Government Construction

服务型政府建设的理念体系,是建设服务型政府的蓝图。丰富和深化我国服务型政府建设理念体系的研究,对于建设中国特色社会主义服务型政府,具有积极而重要的意义。本文以为,我国服务型政府建设的理念体系,应由共产党领导、全心全意为人民服务、民主行政和法治行政、有限政府、责任政府和创新政府六大理念所构成。这个体系,既有自洽互补、开放发展的系统特性,也有不同于西方政府理念的马克思主义理论特色和中国社会主义特色。通过建设,这个理念体系是能够外化为人民期望的社会主义服务型政府的。

The conception system of the service - oriented government construction is the blueprint for building serv- ice - oriented government. Enriching and deepening the research on the conception system has a positive and signif- icant meaning on the construction of socialist service - oriented government with Chinese characteristics. This con- ception system consists of six ideas including the Communist Party＇ s leadership, serving the people wholeheartedly, democratic administration, administration by law, limited government, responsible government and innovative gov- ernment. The system should have not only systematic characteristics such as self- consistency and complementary, openness and development, but also Chinese characteristics such as Marxist theory and socialist, which differing from the Western government theory. By constructing, the conception system can be externalised into the reality of socialist service -oriented Government to which people look forward.
