The special natural topography and the importance of flood control management in Baiyangdian decide the nececity for Zaolinzhuang to remove flood blocking and open the checkpost before the gate.The article describes backgrounds and standard of opening the checkpost in all pevions times,and proves the project effect based on data observed in 1996.
