城乡一体化进程中公共图书馆建设模式研究

Research on the Mode of Public Library Construction in the Urban and Rural Integration Process

公共图书馆作为公共文化服务体系的重要组成部分,对促进城乡一体化发展具有重要意义。近年来,各地政府按照普遍均等服务原则在构建公共图书馆服务体系方面取得了较大进展,基本形成了全国行政区划全覆盖的图书馆服务网络。但是,投入不足、结构不合理、发展不平衡的问题仍较为突出,尤其是县以下基层图书馆的建设是最为薄弱的环节。加快公共图书馆建设,除各级政府高度重视、进一步加大投入外,还应不断创新公共图书馆建设模式,以期尽早实现普遍均等服务的目标。

Public library,as an important part of public cultural service system,has great significance to promote the development of urban and rural integration.In recent years,local governments have acquired great development in the terms of building public library service system according to the principle of universal equality of service,and basically formed the library service network covering the national administrative divisions.Nonetheless,the problems of insufficient investment,unreasonable structure,unbalanced development are prominent,particularly the basic library construction below the county is still the weakest link.We should persist public library construction mode innovation to speed up public library construction and achieve universally equal service,besides all levels of government attaches and further increase investment.
