城市快速公交系统规划过程中公众参与研究

Bus rapid transit system are proposed by public participation during the planning process

快速公交系统运输安全、高效,具备减少小汽车使用率、缓解交通拥堵、节能减排等优势,但在其规划阶段容易引起诸多利益方和市民的异议,会影响到快速公交的实施进程和"效率优先、兼顾公平"的失衡。本文在分析快速公交系统规划中公众参与目的的基础上,提出了当前公众参与存在的问题,并从宣传和沟通的角度对城市快速公交系统规划中公众参与的方法进行了分析和研究,最后以国内公众参与的典范城市-常州市为例,阐明了城市快速公交系统规划过程中公众参与的重要性。

Bus rapid transit system has the advantages of safety,efficiency,alleviating traffic jam and energy saving and emission reduction,however disputes often arise in the planning stage from many stakeholders and the citizens,which will affect the bus rapid transit implementation processes and lead to imbalances between efficiency priority and fairness concurrent.It is urgently need to establish a good communication relationship between the subject and the object.Firstly,based on the analysis of the purpose of public participation in bus rapid transit system planning,this article presents the problems of the current public participation;then this paper analyzes the methods of public participation in terms of propaganda and communication;finally this paper clarifies the importance of public participation in bus rapid transit system planning in the case of Changzhou city.
