摘要
循环经济是实现资源型城市经济转型、可持续发展的有效方式之一。科学评价循环经济发展水平对区域可持续发展及确定其未来发展方向有重要意义。根据国家统计局制定的循环经济评价指标体系和"3R"原则构建了辽宁省循环经济评价指标体系。运用模糊综合评判方法和GIS方法对辽宁省循环经济发展水平区域差异作了定量分析。结果表明:辽宁省14个地区循环经济发展水平差异显著,整体上沿海地区好于内陆地区;沈大沿线好于周边地区,并向东西两侧逐级递减;资源型城市水平普遍偏低;辽西半干旱地区水平最低。最后分析影响辽宁循环经济发展的主要因素,并提出循环经济发展建议。
Circular economy is one of the effective ways for sustainable development and economic transforma- tion. It is important for a region's sustainable development and its future developing directions to evaluate the development of cyclic economy scientifically. This research took Liaoning as example. Liaoning Province has employed the resources strategy reforming development model in cyclic economy, and with which many achievements has been made. Firstly, an evaluation index system reflecting the main characteristics of cyclic economy was designed. Secondly, a quantitative analysis was made to evaluate the cyclic economy development level and the influencing factors based on fuzzy comprehensive evaluation method and GIS method using the data 2008. It was found that among the evaluation index, the output value of comprehensive utilization of waste products has the largest contribution to the cyclic economy, followed by energy efficiency and industrial sulfur dioxide remov- al. The regional differences are significant of cyclic economy in Liaoning province. The cyclic economy development is gradually diminishing from the center to the sides. The cyclic economy development of coastal areas is superior to inland areas: The circular economy development of the resourcebased cities is generally low. And the cyclic economy development of the semiarid areas in the west of Liaoning is lowest. Finally, it analyzes the main factors which influence the cyclic economy development of Liaoning and put forward several proposals.
