摘要
中小企业较之大型企业具有技术创新方面的诸多优势,但也存在不利于其发展的种种因素。完善的法律体系是中小企业利用自身优势和克服发展瓶颈进行技术创新的重要保障。通过考察国外中小企业技术创新的法律环境,梳理我国现有法律法规政策,选择出以专门法为中心,以相关配套法律法规调适与创新为重点,以地方政府法规政策推进为关键的法律保障路径。
The small and medium enterprises（SEMs） have more superiorities than big enterprises in technology innovation,at the same time,they have many defects.The impeccable legal system is the important insurance for SMEs to make use of superiorities and overcome difficulties.The essay manages present laws by investigating the legal environment of foreign SEMs technology innovation.The ultimate goal is to select the effective legal protection that centers on special law,focuses on the adjustment and innovation of supporting laws and regulations.And the key of path is the advancement of local regulations and policies.
