2011年,我国经济金融在党中央和国务院加强和改善宏观调控、调整经济结构、管理通胀预期等措施指引下,呈现出经济稳定增长、民生改善的良好态势,但还存在经济增长下行压力、物价总水平高位运行、农业生产成本高而净收益难增加、房地产泡沫过大需要软着陆、地方债务过大存在偿债风险等问题。2012年,针对如何贯彻中央稳中求进的工作总基调。

A good situation of steady economic growth and people＇s livelihood improvement were shown for China＇s economy and finance in 2011, under the guidance of such measures taken by the Party Central Committee and the State Council as strengthening and improving macros -regulation, economic structure adjustments, the management of inflation expectations, etc. Meanwhile some problems existed ： a downward pressure on economic growth is obvious, total prices are kept at a high level, agricultural production cost is heavier while the net income is difficult to be increased, the real estate bubble is too large to need a soft landing, much heavier burden of local debts results in risk of insolvency. In response to implementing the Party Central Committee＇s general working tone ＂ seeking progress in stability＂ in 2012, countermeasures and suggestions are made in the paper.
