摘要
介绍了重大经济政策环境影响评价的基本概念和分类,研究和提出了综合集成政策环境影响评价(EIA)方法学框架,并据此对我国汽车产业发展政策进行了环境影响评价,在综合各种分析、预测和评价结果的基础上,提出了针对地区差异和城乡差别发展我国汽车工业的政策替代方案,以及在酸雨区。
The basic concept, classification and a methodology termed meta-synthesis of policy environmental impact assessment (EIA) are raised. Furthermore, by applying this methodology in the EIA of Chinese Automobile Industry Development Policy, a policy alternative is put forward regarding the regional divergence and the difference among cities and countries associated with China's economic growth. Also, an environmental protection policy proposal is advised, of gradually applying integrated total amount control on air pollutants of SO_2 and NO_x brought by the predicted rapidly growing car use in the acid rain areas and in some key cities.
