According to the data on the added value in the tertiary industry of Changjiang and Zhujiang delta economic zone in the statistical communique, use principal component analysis to get the result that the tertiary industry development of Changjiang delta economic zone is better than Zhujiang delta economic zone. Then use AHP decision analysis to structure the hierarchical model based on other related data, which enable to know that Zhujlang delta economic zone should take economic benefits into consideration, market demand secondly, and rational use of resources finally. If want to develop the tertiary industry, the wholesale and retail trade should be put in first, then the others can be considered by the order that real estate first, transport, warehousing and postal service second, financial sector third, information transmission, computer services and software industry fourth, accommodation and catering industry finally.
