"开放存取"是分布在不同地理位置服务器上的各种数字资源,为数字图书馆的建设和发展注入了一种新的机制。对开放存取的内外部因素进行多角度审视,处理好版权协议、建立整合服务机制、创建质量评价控制体系等,是利用开放存取建设数字图书馆的的前提和基础。

Open access is a variety of digital resources distributed in servers of different geographical positions. It in fuses a new system into the construction and development of digital library. We should spect internal and external factors of open access in various angles, treat copyright agreement skilfully, build and integrate service system and found quality evaluation and control system. All these factors are prerequisite and foundation of building digital li brary by open access.
