Insisting on Accident Precaution Principle for Aviation Safety Management at Base Level

安全是航空公司永恒的主题。经过多年的研究,.民航安全管理已形成一套较为完善的理论体系。本文从分析基层航空安全管理手段、方法出发,系统阐述航空公司如何实施安全管理。从近年发生的典型案例的分析中,开展风险分析,识别风险源目的,分析风险程度,最后制定相应措施,堵塞漏洞,实现管理优化,以达到提高安全管理水平的目的。

Flight safety is the eternal topic for airlines. A sound civil aviation safety management system has been established based on yearly experiences. This paper focuses the safety management methods and processes at base operational level which reflects the upper safety management of airlines. From the typical events happened in recent years the sources of events and the dangerous degree of the events are analyzed. Then, countermeasures are proposed to prevent the risks of events so that an optimization of management can be achieved and a higher safety management level can be realized.
