Discussion on Countermeasures for Promotion of Water Resources Modernization with Its Informatization

以水利部提出的"以水利信息化带动水利现代化"发展思路为主线,分析水利信息化发展过程中存在的,对于如何运用水利信息化带动水利现代化问题研究不深、信息化管理部门的职能作用不够显现、资金投入与相关标准规范要求不相适应、信息资源共享整合难度大等问题;研究水利信息化与现代化之间的关系,提出"以水利信息化带动水利现代化",应以加强领导、科学规划、强化职能、加大投入,以及完善运行管理机制等为对策,积极推动水利信息化发展"十二五"规划的实施,推进水利现代化进程。

With development ideas of employing information technology to promote modernization of water industry put forward by the Ministry of Water Resources, the thesis makes an analysis about issues occurred during promotion of the water resources informatization, including the weakness in research on the development ideas and execution of role and functions of government, disharmony between investment and requirements of relevant specifications, difficulties for informatization and integration. The thesis makes a study on relationship between the information explosion process and modernization of water industry, then offers countermeasures of strengthening the leadership, scientific planning, strengthening role and functions of government, increasing investment, improving operation and management system, vigorously promoting implementation of the twelfth five-year development plan for the water resources informatization, pushing forward its modernization.
