苏锡常高新区“二次创业”能力评价与提升对策

Capacity evaluation and promotion strategy of second-time pioneering in high-tech zones of Suzhou,Wuxi and Changzhou Area

从经济实力、经营效益、科技创新能力、对外开放能力和环境竞争力五个方面选取30个指标,运用层次分析法和灰色关联模型,对苏州高新区、苏州工业园、无锡高新区、常州高新区的"二次创业"能力进行了评价。结果显示,苏州工业园"二次创业"能力最强,无锡高新区次之,苏州高新区第三,常州高新区最弱。针对苏锡常高新区"二次创业"能力的提升,提出了若干对策和建议。

This article selects thirty indicators from five aspects of the economic strength, the operational efficiency, sci- ence and technology innovation ability, the opening ability to the outside and environmental competitiveness to evaluate the second - time pioneering capacity of Suzhou High - tech Zone, Wuxi High - tech Zone, Changzhou High - teeh Zone and Suzhon In- dustrial Park by applying analytic hierarchy process （AHP） and grey relational analysis model. The results show that in the com- prehensive ability of the second - time pioneer, Suzhou Industri- al Park is the strongest, Wuxi High -tech Zone is the second and the third is Suzhou High -tech Zone, and Changzhou High -teeh Zone is the last one. In the end, some countermeasures and suggestions are also given to strengthen the ability of the second - time pioneer of High - tech Zones of Suzhou, Wuxi and Changzhou.
