煤炭行业职工继续教育的规划与管理

摘要 根据《国家中长期教育改革和发展规划纲要》提出的"将继续教育纳入区域、行业总体发展规划。行业主管部门或协会负责制定行业继续教育规划和组织实施办法"的要求,从煤炭行业继续教育顶层设计规划入手,高校和煤炭企业共同搭建煤炭行业继续教育运行、服务平台,采取"会员制"管理模式,为"会员"企业提供全员、开放和学习者个人免费学习的教育服务。通过对煤炭行业紧缺人才的培养,打破制约煤炭工业发展的"瓶颈",从而推动煤炭工业的可持续发展。 According to the request of bringing continue education into the overall development plan of region and trade, trade authority or association is responsible for planning and organizing the implementation of continuing education methods from "national middle - long term educational reform and development planning outline". This article suggests , from top educational planning of the coal industry , that universities and coal companies jointly build the running and service platform for the continue education of coal in- dustry. Through the management model of "membership", we can provide full and open education services for personal learners for the "members" of enterprises. Though training of person with ability in shortage, the constraints of the "bottleneck" of the development of the coal industry can be broken, and the sustainable development of coal industry can be promoted.
