贫困地区产业结构调整中的政府角色探析——以Y村产业结构调整的经验为例

Analysis of the Role of Government in the Adjustment of Industrial Structure in Poor Areas——An Example of Y Village Experience in the Adjustment of Industrial Structure

贫困是我国当前大多数农村地区面临的共同难题。20世纪70年代以来,政府为了缓解和消除农村贫困,启动了一系列的扶贫计划,投入了大量的人力物力,大部分农村地区的贫困状况得到了缓解。产业扶贫是近年来推行的扶贫政策中的一个重要部分,它把政府的扶贫模式由以往"授之以鱼"转变为了"授之以渔",有利于彻底消除农村地区的贫困现象。但是产业扶贫政策推行中也存在很多的问题,本文结合政府在Y村推行产业扶贫政策中具体的产业结构调整历程,通过分析政府在Y村产业结构调整中的具体行为,试图指出政府在产业结构调整中应当发挥的作用和扮演的角色,以希望能对其他贫困地区的产业结构调整带来启示。

Poverty is a common problem faced by most of the rural areas of our country currently.Since the nineteen seventies,in order to alleviate and eliminate poverty,the government has started a series of Poverty alleviation projects and invested a lot of manpower and material resources.Poverty in most of the rural areas has been eased.Industrial poverty alleviation is one important part of the poverty alleviation policies carried out in recent years.It makes the government poverty alleviation mode change from the previous＂giving him fish＂into＂teaching him how to fish＂,which is in favor of the complete elimination of rural poverty.But there are also many problems existing in the industrial poverty alleviation policies.This paper combined with the specific industrial structural adjustment process carried out in the village of Y by the government,analysed the specific behavior of government and attempted to point out the function and role of government,which should be played,with the hope of bringing enlightenment to the industrial structural adjustment of other poor parts of our country.
