我国城市社区建设的问题与对策分析

The Problems and Suggestions of Constructing China's Urban Communities

当前从中央到地方,都在大力推进社会管理创新工作。本文从社会管理的角度分析了城市社区建设对加强和创新社会管理的基础性作用,并针对我国城市社区建设过程中存在的问题做出分析,且提出相应对策。我国城市社区建设过程中存在的问题主要体现在:社区管理主体单一,行政化色彩浓厚;社区建设支撑体系薄弱;社区意识淡薄,社区参与程度低三方面。解决这些问题的主要对策有:管理主体多元化,实现合作治理;夯实基础建设,强化支撑体系;增强社区意识,提高公众参与。

Currently,from the central to the local,the innovation of social management is vigorously promoted.from the viewpoint of social management,this article illustrates how the urban communities play a basic role in the strengthening and innovating of social management.It also analyses the existing problems in the process of the rising of urban communities and putts forward the relative strategies.The problems of China＇s urban communities in the process of rising are mainly reflected in several ways,i.e.the single main body for the community management,the strong style of the government,the weak supportive system for the rising of communities,the lack of the sense and the low level involvement in the communities.In order to deal with these problems,the communities should diversity the main bodies to achieve the cooperation in the management.And they should reinforce the basic construction,strengthen the supportive system,enhance the sense of community and increase the public participation.
