太湖流域生态湿地建设绩效评估体系初探

Preliminary Investigation on the Performance Evaluation System of Ecological Wetland Construction in Tai Lake Basin

近年来太湖湿地保护与恢复项目的绩效评估工作陆续开展,在对湿地建设的成效起到一定评价作用的同时,也存在着评估指标不全面、方法不系统的问题。为了建立较为完善的评估体系,选取了生态、环境、经济、社会、技术5要素,分析其在绩效评估体系中起到的作用,并提出了5项要素分别应包含的评价指标。同时提出了在确定5项要素权重情况下,为各指标赋值的综合评分方法。希望为今后太湖流域生态湿地绩效评估工作提供参考依据。

The performance evaluation for wetland protection and restoration in Tai Lake has been implemented in recent years. The current performance evaluation approach played a certain role in evaluating the effect of wetland construction. However, it also had the drawback of lack of evaluation parameters and systematic methods. In order to establish a relative comprehensive performance evaluation system, the functions and parameters of the five elements as ecology, environment, economy, society, and technology in performance evaluation system were introduced in this paper. Besides, the comprehensive evaluation with value assignment for each factor was proposed, under the condition of the weights of the five elements determined. Hopefully, this study will the references could be provided from the study for filture performance evaluation for wetland construction in Tai Lake.
