通过与传统工作模式之间的比较,分析新工作模式的优势所在,详细描述了"对外承诺"服务机制,提出四种检验方式,并对不同方式下完成检验检疫所需时间作了规定,最后从技术的角度阐述了整个框架及它的实现原理。

＂ Outward -Promise＂ service for inspection and quarantine flow means the inspection and quarantine organization promises the required time to society for inspection and quarantine flow. The enterprises are able to expect the period of quarantine inspection application, and to follow the process. It involves business transformation of several steps such as accepting inspection, confirming the inspection mode, external commitment, remote modifica- tion, electronic documents interchange, and giving certifications. The article discusses how to carry out inspection and quarantine flow ＂Outward - Promise＂ service by information method. Itanalyses the advantage of the new mode through comparing it with old work mode. A detailed description of ＂Outward - Promise＂ service theory is given in the article. Four inspection modes, which determine inspection and quarantine execution time, are raised. Finally, the composition of the entire framework is illustrated from a technical viewpoint.
