高等教育公平与效率的实践逻辑探讨——基于历史发展的视角

Logical Discussion on the Practice of Fairness and Efficiency in Higher Education——Based on the Perspective of Historical Development

公平与效率是高等教育领域的一个热点问题,公平与效率如何平衡直接关系国家高等教育的发展。本文在文献梳理的基础上,从历史发展的视角,研究我国高等教育发展中公平与效率的关系演变,最终得出:公平与效率各自独立又相互支撑和制约,缺失公平的效率不可能达到高效率,同样,没有效率的公平只能是一种低水平的公平。因此,坚持公平和高效的双重目标是我国高等教育发展的现实选择。

Fairness and efficiency is a hot issue in higher education,how to balance fairness and efficiency is directly relative to the development of national higher education.Based on the literature review,from the perspective of historical development,the paper researches on the evolution of relation between fairness and efficiency in the development of China＇s higher education,and finally concludes that fairness and efficiency is independent as well as support and restraint each other,efficiency without fairness cannot reach high efficiency,at the same time,fairness without efficiency is only a low-level fairness.Therefore,insisting the dual goals of fairness and efficiency is the realistic choice of the development of China＇s higher education.
