With the transformation from the planned economy to the market economy, college journals have been in- creasingly confronted with many prominent shortcomings, such as, old - fashioned publication model, less creative and academic material rescouces, institutional backwardness,indefinite objectives. In order to revive college journals in crisis, it is necessary to modernize management system, perform commercial operation and attract scholars.
