A Change of Economic Growth Pattern in the Soviet Union and Russia and Its Implications for China

早在20世纪70年代初苏联就已开始谋求经济增长方式的转变,但由于忽略了体制因素,转变并未取得成功。虽然市场经济体制是集约型经济增长方式的基础,但并非绝对条件。20世纪90年代初,俄罗斯向市场经济转轨后,粗放型经济增长方式仍未得到改变。这对同处于转轨进程中的中国来讲不无借鉴意义,要对经济增长方式转变的长期性做好充分准备。

Since the early 1970s, the Soviet Union set forth changing from extensive to intensive mode of economic growth, but failed due to neglect of economic structure factors. Market economy is the foundation but not the only condition of intensive mode of economic growth. After Russian economic transition to market in the 1990s, the extensive mode of economic growth did not change. China that is also in a transition period should draw lessons from Russia and make a full preparation for a long-term economic transition.
