我国民办高校社会权力的现状及思考

The Status and Reflection on the Social Power of Non-governmental Institutions of Higher Learning in China

改革开放三十多年来,我国民办高校取得了长足的发展,但社会权力却不够突出,主要表现为公法性质的欠缺和办学自主权的缺乏。这不但会降低民办高校的法律地位,而且也会限制民办高校的健康发展。要完善民办高校的社会权力,需贯彻法律规定,转变政府职能、落实办学自主权。

Our non-governmental institutions of higher learning have achieved great development during the three decades of reform and opening up. However, their social power is still lagging behind with lacks of relevant public law and college-running autonomy in nature. This not only reduces the legal status of non-governmental institutions of higher learning, but also limits their healthy development. To improve their social power it is necessary to reinforce the law, transform the government functions, and implement the college-running autonomy.
