Catching up with the western countries and realizing modernization are the main thread that goes throughout the Russian history.After the disorganization of Soviet Union,Russia starts its new round of effort to modernization.The process was the most complicated in Russian history.As other nations,Russia is facing an ever pending issue on the way to modernization.That is how they can balance between the tradition and modernization.Tradition and modernization are not separable and combing tradition with modernization is a highly demanding political art.The success of Russia’s ＂All-modernization＂ is decided by how the leaders can make full use of this art.
