上合组织能源俱乐部建设及中俄天然气定价机制博弈

China-Russian Natural Gas Price Setting Mechanism Competition in SOC Energy Club Construction

中俄对于能源价格偏好的背离造成两国能源领域内的种种不和谐。成立上海合作组织能源俱乐部并不能最优化地解决中俄之间的矛盾,只有先建立上合框架内能源定价机制,再将其向外扩展,建立区域性的价格机制,才能使中俄两国在能源领域以及在中亚—里海地区展开更为广泛和有效的合作。同时,建立一种区域性(国际性)能源定价机制,将平稳地促进中俄、中国—中亚能源合作取得历史性进展。

The cacophonies in the energy cooperation issues between China and Russia caused by the difference of their prices preference.The establishment of an energy club which affi liates with SCO could not resolve these problems,only constructing an energy pricing mechanism in the SCO first,and then expending it to a regional energy pricing mechanism.This is the way to deal with these energy problems between China and Russia and to make the two countries take more active attitude toward energy cooperation in Middle Asia—Caspian Sea.In addition,a regional （or international） energy pricing mechanism will stabilize the improvements of cooperation between China—Russia—Middle Asia to a historical achievement.
