The construction of Soviet Culture is one of the most important parts in Russian Socialist Revolution. At the beginning of the Soviet political power, the red leaders： Lenin, Bukharin and Stalin, all paid great attention to Soviet ＂Cultural Revolution＂ and ＂Cultural construction＂. However, their thoughts differeded and policies varied.
