新型农村合作医疗对农民医疗筹资公平性的影响分析

The analysis of the New Rural Cooperative Medical's effect on farmer's financing equity

文章采用中国健康营养调查(CHNS)的数据,对农村家庭参加农村合作医疗(以下简称参合)前后的Kakwani指数进行了测算,观察2000～2006年合作医疗对农村居民垂直公平的改善程度及其变动趋势。结果显示,新型农村合作医疗(以下简称新农合)并未起到提高筹资公平的作用,反而使其有所降低;2006年新农合补偿力度加大,其公平程度却不及2000年。因此,从垂直公平的角度看,新农合的实施并没有给农民医疗筹资的公平性带来积极的影响。

The paper uses the data from CHNS and calculates Kakwani index of village dwellers before and after the New Rural Cooperative Medical,so the changes and the trend of vertical equity between the year 2000 and 2006 can be fingered out.The result shows that,the New Rural Cooperative Medical doesn＇t make village dwellers＇ financing more equity,instead it is even worse;and although the compensation for peasants increased in 2006,it is unfair than 2000.So we draw a conclusion that the New Rural Cooperative Medical doesn＇t bring out a good result for rural financing from vertical equity.
