国内问责官员复出研究的回顾与反思

The Review of the Literatures about the Principal Officials’ Back in China

问责官员复出研究是问责制研究的重要组成部分,为进一步探讨问责官员复出问题,文章围绕三个方面,对2004年以来国内问责官员复出研究做了系统的回顾:问责官员复出基本理论研究;问责官员复出现象分析;问责官员复出不规范的原因探讨与规范化建议。在此基础上,文章简单指出了已有研究的价值与不足,并从定量化、比较化和深入化等方面就问责官员复出研究的未来努力方向提出了几点看法。

Studies about the principal officials’ back are of great importance in the studies about accountability. In order to make further studies about the principal officials’ back, this paper provides a systematic review of the existing literatures about the principal officials’ back in China since 2004. The first section is about some basic theories. That is followed by the analysis of China’s practice in section 2, mainly on the means and features of the principal officials’ack. Then, in section 3, the paper sums up the reasons for the non-standard back phenomena and the suggestions for their standardization. Based on the review, the final section simply evaluates the values and deficiencies of the existing literatures and makes some recommendations for the future studies.
