The Change Features of Safe Production Regulatory Policy History in China

安全生产治理离不开政策规制,文章将PeterJ.May规制政策有效实施四要素为分析视角,考察了我国安全生产治理规制政策的60年实施历史,发现政策规制呈现不同时期实施侧重点不同的阶段性变化特征。这种变化说明了我国安全生产规制不断与时俱进及政策能力不断增强的事实。本文对这种安全生产规制政策阶段性变化特征进行分析,并试图揭示其变化的制度背景、具体成效与局限。

The governance of safe production depends on regulatory policy. This article used four elements of regulatory policy effective implementation by Peter J. May as a perspective, in order to investigate the history of Chinese safe production regulatory policy change in past 60 years. As a result, we found that Chinese safety policy regulation had different characteristics in different historical period. These characteristics of policy change suggested that Chinese safe production regulatory capacity and governance effectiveness was improved. This article attempted to describe and explain these policy changes, and reveal these policy changes’ institutional background, policy effectiveness and limits.
