Towards Neo-Classical Diplomacy: the Reviving of Traditional Culture and Chinese New Periphery Strategy

新的安全形势呼唤新的安全理念。当前中国"新外交"的发展趋势是走向"新古典外交"。以周边安全战略的制定和实施而言,这主要表现为三个方面:第一,战略思维的回归,以传统"二元互补"为核心内涵的关系思维取代当前以"二元对立"为主导特征的机械思维;第二,战略身份与战略目标的回归,即重新思考自身作为一个大国的责任及其与周边国家关系的身份建构问题;第三,安全手段和行为方式的回归,即超越牛顿世界观的单纯机械制衡,转向重构地区认同、社会化地区国家、再造体系文化和体系规范。

New mode of security calls for new ideology of security. The transformation tendency of Chinese for- eign policy is evolving towards the concept of ＂Neo - Classical Diplomacy＂. As far as the decision - making and enforcement of Chinese periphery strategy of security is concerned, the concept of ＂Neo - Classical＂ is reflected mainly in three respects ： First, the return of traditional strategic ideology that China is re - accepting the rela- tionship with binary complementary as the core characteristics to replace the essentialism with binary opposition as the inherent features ; Second, the rejuvenation of great power consciousness that China is reconsidering its i- dentity and responsibility as a regional great power like what she did in history; Third, the change of security means and behavioral patterns that China is exceeding the traditional ideology of ＂balance of power＂ to re - es- tablish the security community in this region, socialize her periphery countries and recreate system culture and norms.
