器官移植法规对我国内地肝移植的影响

Liver transplantation influenced by establishment of regulations of organ transplantation in China's Mainland

目的分析移植相关法规出台对我国内地肝移植发展的影响。方法通过中华人民共和国卫生部网站政策法规栏目和中央人民政府网站法律法规栏目获取2006年以后我国内地出台的器官移植政策法规、法律条文,通过参与中心申请中国肝移植注册数据,分析相关政策法规出台后我国内地肝移植规模及其供受者构成变化。结果自2006年《人体器官移植技术临床应用管理暂行规定》、《关于修改<中华人民共和国人民法院组织法>的决定》、《人体器官移植条例》、《卫生部办公厅关于境外人员申请人体器官移植有关问题的通知》、《卫生部关于进一步加强人体器官移植监管工作的通知》和《卫生部关于规范活体器官移植的若干规定》等相继出台后,我国肝移植规模即开始紧缩,肝移植中心数有所下降;活体肝移植比例先提高,后下降;在内地接受肝移植的外籍受者也明显减少。结论我国内地2006年以来陆续出台的器官移植行政法规对我国肝移植的规模和不同类型供受者比例均产生很大影响,我国内地肝移植已开始步入规范发展阶段。

Objective To study the influence of government regulations on the development of liver transplantations in China's Mainland.Methods All the regulations related to organ transplantation were collected from the public accessible website of the Ministry of Health of the People's Republic of China and legislative documents were collected from the Central People's Goverument of the People's Republic of China.Data of liver transplantation was obtained from China Liver Transplant Registry website.Results Since the first organ transplant regulation was enforced in 2006,the regulations and amendments associated with it have been subsequently released.The scale of liver transplantations afterwards presented a sharp reduction,as well as the liver transplantation centers.Living donor related transplantations flourished prior to atrophy.Transplantation for foreigners presented a tremendous cut. Conclusion The organ transplantation regulations have tremendously affected the development of liver transplantation since 2006.The liver transplantation in China's Mainland has moved to the developmental stage under proper regulations.
